The European Recovery and Resilience Facility
The Recovery and Resilience Facility is a temporary instrument at the heart of NextGenerationEU, with the aim to mitigate the economic and social impact of the coronavirus pandemic and make European economies and societies more sustainable, resilient and better prepared for the challenges and opportunities of the green and digital transitions. Focussing on Twin transitions (climate neutrality and digital transitions), it allows the Commission to raise funds (loans and grants) to help Member States implement reforms and investments that are in line with the EU’s priorities and that address the challenges identified in country-specific recommendations. The Recovery and Resilience Facility is to be implemented until end of 2026.
The EU Member States are in the process of launching projects based on the National Recovery and Resilience Plans, some of them covering areas of interest for ECTP members (including buildings, as well as smart and urban topics).
