European Commission proposals on key EU funding programmes
On 16 July 2025, the Commission presented its proposal for an ambitious and dynamic Multiannual Financial Framework (MFF) amounting to almost EUR 2 trillion (or 1.26% of the EU’s gross national income on average between 2028 and 2034).
The legislative proposals and supporting documents include the actual MFF proposal setting the budget headlines and amounts, as well as proposals for several EU funding programmes, including the next Framework Programme (FP10) and EU regional funds.
Research and Innovation gets an overall increase, with a proposed FP10 budget of 175€ billion, compared to the 95€ billion for Horizon Europe (cf. EC Factsheet on Horizon Europe 2028-2034). The programme maintains the structure of pillars, with a new 4th pillar seeking to create a unified European Research Area (ERA) via three dedicated funds. The concept of Moonshot projects is introduced to rally efforts on specific technologies like ‘next-generation AI’ and ‘automated transport and mobility’, although none concerns buildings directly. A new European Competitiveness Fund sets the direction of Pillar II priorities, moving from the five-cluster structure to four ‘thematic windows’, with the most relevant for buildings being: ‘1. Clean Transition and Industry Decarbonisation’; ‘3. Digital Leadership’.

The European Parliament and the Council of the EU (representing national governments) will study these proposals. The aim is to have the whole structure in place before the start of the new EU budget cycle in January 2028.
